[2] Only private law-suits are brought before him in which resident aliens, ordinary and privileged, and foreign consuls are concerned; he has to take the list of cases and divide it into ten portions and assign one portion by lot to each tribe, and to assign the jurymen for each tribe to the Arbitrators.
