for whom most votes have been cast, then those whose duty it is shall select the three by lot; and after passing the scrutiny, these men shall execute the office according to the laws ordained for them. Next to these they must elect five market-stewards from the second and first property-classes: in all other respects the mode of their election shall be similar to that of the city-stewards; from the ten candidates chosen by voting they shall select the five by lot, and after scrutiny declare them appointed.
