in the case of a member of the second class, and four times in the case of one of the first class. On the fifth day the officials shall publish the names recorded for all the citizens to see; and for these every man shall vote, or else be fined with the first fine; and when they have selected 180 from each of the classes, they shall choose out by lot one-half of this number, and test them; and these shall be the Councillors for the year.
