besides? Ten fast-sailing war-galleys. Since Philip has a fleet, we must have
fast vessels if our force is to sail in safety. Now how is this army to be
maintained? That also I will explain fully, when I have told you why I think so
small a force sufficient, and why I insist that those serving shall be citizens.
